Affordable Housing, Home Ownership and Property Rehabilitation Programs


Program Summary
The Affordable Housing section is responsible for implementing and monitoring the City’s Affordable Housing Program. To ensure continuing affordability we monitor resale and rent activity of the City’s existing 800+ income-restricted units.  The program also includes rehabilitation programs for low income residents.  In addition, the program seeks to expand housing opportunities through various grant opportunities and funding sources and partnerships with private developments.  For further information, please click on the corresponding programs below.

Buying or Selling Affordable Units (Affordable Housing Program)
The Housing Authority of the City of San Buenaventura monitors the initial sales, re-sales, and rental restrictions for approximately 800 units developed or financially assisted through the City of Ventura's Affordable Housing Program.

Housing Preservation Program
The City of Ventura offers a $25,000 maximum loan to assist owner occupied homes in repairing and rehabilitating their homes located within the city limits.

Mobile Home Rehabilitation Loan Grant  Program
The City of Ventura offers a $5,000 maximum loan-grant to assist owner occupied mobile homes in repairing and rehabilitating their mobile homes located within the city limits.

Home Buyer Assistance Program
The City of Ventura offers low-interest, deferred payment loans of $80,000 and not more than 25 percent of appraised value of the home for low-income eligible households, first-time homebuyers. Cabrillo Economic Development Corporation administers the program for the City.
Qualified homebuyers may apply for loans from a local lender who participates in the HBAP.
