The Affordable Housing section is responsible for implementing and monitoring the City’s Affordable Housing Program. To ensure continuing affordability we monitor resale and rent activity of the City’s existing 800+ income-restricted units.

The program also includes rehabilitation programs for low income residents. In addition, the program seeks to expand housing opportunities through various grant opportunities and funding sources and partnerships with private developments. RAD Proposed Improvements

The Rental Assistance Demonstration (RAD) allows proven financing tools to be applied to at-risk public and assisted housing and allows public housing and Moderate Rehabilitation (Mod Rehab) properties to convert a certain number of units to long-term Section 8 rental assistance contracts.

Misison Park





Homecomings, Inc.(associated non-profit of the Housing Authority of the City of San Buenaventura) is soliciting a Request for Proposals (RFP) for an Owner Representative for the Vista Del Mar Commons a Rental Housing Demonstration Program (RAD) Project converting 142 units of public housing to affordable rentals for low income persons. This is a multi-family, multi-facility currently occupied project. Once the properties are acquired by the non-profit, extensive rehabilitation work will begin. The construction period is anticipated to be December 2013 through October 2014. The RFP application is available as of Wednesday, July 24, at the Housing Authority Office located at 995 Riverside Street, Ventura, CA 93001. A copy of the application will be electronically sent upon request.

Submissions in response to this RFP must be received by Tuesday, August 6, 2013 at 3:00 p.m. (PST) at 995 Riverside Street Ventura, CA, 93001 Attn: Loretta McCarty. Submissions must be hand delivered or mailed by certified mail. No faxed or emailed submissions will be considered.
